Over the past two decades, Wildiley Barroca has established himself as one of São Tomé and Príncipe’s leading youth figures on the African and international stage. A lawyer, author, diplomat, and international trade specialist, his journey began in youth civic engagement and quickly expanded beyond national borders, making him one of the country’s most internationally recognized youth leaders in the fields of sustainable development, diplomacy, and African integration.
His leadership journey began at an early age when he became President of the Youth Literary and Artistic Union (ULAJE – UNESCO Club), serving from 2008 to 2011. During this period, he promoted culture, citizenship, and youth participation, encouraging hundreds of young people to engage in education, arts, and community development initiatives.
In 2011, he founded the *National Youth Parliament for Water of São Tomé and Príncipe (PNJA-STP), a pioneering initiative dedicated to raising awareness of sustainable water resource management and environmental education. This initiative positioned São Tomé and Príncipe within international discussions on water governance and enabled Barroca to become the *first São Toméan youth representative to join the World Youth Parliament for Water, representing his country at international conferences and forums on sustainable development.
At the same time, he became the founding national focal point of the Central African Youth Network for Sustainable Forest Ecosystem Management (REJEFAC) in São Tomé and Príncipe, reinforcing his commitment to environmental conservation and strengthening youth participation in the protection of Central Africa’s natural resources.
His growing international reputation led to his appointment within the *Pan-African Youth Union (PYU), the official continental youth organization recognized by the African Union. He initially served as *Advisor for Communication and Public Relations before being elected Vice President and General Coordinator for Central Africa, becoming the first citizen of São Tomé and Príncipe to hold such a senior leadership position within the organization. In this capacity, he participated in diplomatic missions, continental conferences, and international policy dialogues focused on youth empowerment, governance, peacebuilding, and regional integration.
From 2014 to 2018, Barroca also served as President of the National Youth Council of São Tomé and Príncipe, where he played a central role in strengthening the country’s youth movement and representing São Toméan youth in numerous regional and international forums. Under his leadership, the Council expanded cooperation with African and international organizations while promoting democratic participation, civic engagement, and leadership development among young people.
His contributions earned him growing international recognition. In 2017, he was selected among Africa’s emerging young leaders to contribute to the French publication *”Moi Président”, a collective work reflecting on Africa’s future leadership. During the same year, he was recognized by *Positive Youth Africa Magazine as one of the continent’s most influential young leaders for his outstanding contribution to youth development and sustainable development initiatives.
Over the following years, Barroca broadened his international engagement through economic diplomacy, international cooperation, and academic contributions. He became the author and co-author of several publications released in Brazil, Portugal, France, and Japan, addressing topics including youth leadership, law, multiculturalism, governance, and sustainable development.
In 2023, he received further continental recognition after being listed among Africa’s 100 Most Influential Young People by Avance Media. The recognition highlighted his growing influence in leadership, economic diplomacy, entrepreneurship, and the promotion of the United Nations Sustainable Development Goals across Africa.
Today, Wildiley Barroca continues to work in the fields of economic diplomacy, international trade, foreign investment promotion, and Africa-Europe cooperation. His remarkable journey demonstrates how youth civic engagement can evolve into international leadership capable of influencing public policy, strengthening institutions, and promoting sustainable development across borders.
