Wildiley Barroca is an international trade policy and corporate law expert, Pan-African youth leader, author, and advocate for sustainable development from São Tomé and Príncipe.

Recognized for his contribution to youth empowerment, governance, and international cooperation, he has built a distinguished career across Africa, Europe, and the global development sector.

Throughout his leadership journey, he became the first São Toméan to join both the World Youth Parliament for Water and the Pan-African Youth Union, contributing actively to youth representation and civic participation.

He has served in several national and international leadership positions, including President of the National Youth Council of São Tomé and Príncipe and Vice President of the Pan-African Youth Union for Central Africa. Founder and CEO of WildGroup International LLC, Wildiley works in international trade, corporate governance, strategic partnerships, and investment advisory, while representing youth and civil society in major global forums organized by institutions such as the United Nations, African Union, and European Union.

Legal & Professional Background

Wildiley is the author of the article “The Labour Market for New Legal Professionals”, published in the collective work Teaching Law in the CPLP Countries (Brazil, 2020), as well as the academic monograph Separation of Powers in São Tomé and Príncipe.

His professional background combines legal practice with international advisory work, particularly in:

  • Trade Finance Executive at EURO EXIM BANK (2024–2025).
