Biography

Visionary African Leader, Jurist, Author and International Development Advocate

Wildiley Barroca is a distinguished African leader from São Tomé and Príncipe whose work spans youth development, governance, international relations, law, trade, and sustainable development. Widely recognized for his commitment to the Sustainable Development Goals (SDGs), Pan-African cooperation, and youth empowerment, he has established himself as one of the most influential voices of his generation in Africa and the Lusophone world.

A trailblazer in youth leadership, Wildiley became the first São Toméan to join both the World Youth Parliament for Water (WYPW) and the Pan-African Youth Union (PYU), the African Union’s consultative body on youth affairs. Throughout his journey, he has championed civic engagement, inclusive governance, and sustainable development, inspiring young people across Africa to become active agents of change.

Leadership and Public Service

Wildiley’s leadership journey began at an early age and has been marked by significant contributions to youth movements, civil society, and public institutions.

He has served in several prominent national leadership roles, including:

  • President, Youth Literary and Artistic Union – ULAJE Club UNESCO (2008–2011)
  • Secretary for Culture and Sports, National Youth Council of São Tomé and Príncipe (2011–2014)
  • President, National Youth Parliament for Water (2011–2014)

Wildiley Barroca has developed a multidisciplinary professional career combining legal expertise, international business development, investment facilitation, trade finance, and institutional advisory services.

His professional experience includes:

  • Resident Coordinator of the Network of European Experts for Economic and Social Development in Equatorial Guinea (2022)

He is a member of the Bar Association of São Tomé and Príncipe and a Founding Member of the International Association of Young Portuguese-Speaking Lawyers (JALP), where he served on a specialized committee between 2020 and 2026.

Association of São Tomé and Príncipe and a founding member of the International
Association of Young Portuguese-Speaking Lawyers (JALP).

He has played significant roles in the promotion of literature and culture in São Tomé and Príncipe, serving as President of the Youth Literary and Artistic Union – ULAJE UNESCO Club, Coordinator of the Poets and Troubadours Club of São Tomé and Príncipe, and, more recently, Secretary-General of the National Union of Writers and Artists of São Tomé and Príncipe (UNEAS).
